Commuters disgruntled at poor winter maintenance

It seems every time it snows in Portland, OR, local public works officials are surprised and drivers are outraged. That was the case again this week. Local officials blamed drivers for not using chains or staying home, reports The Oregonian .

Portland-area commuters were still seething Wednesday after the snowstorm that paralyzed traffic, stranded buses and forced many to abandon their cars because the highways turned into parking lots.
Where was the Oregon Department of Transportation with its plows, sand trucks and de-icers? Why didn't TriMet chain up buses for better traction? How do 3 to 4 inches of snow grind a major metropolitan area to a halt? And how could forecasters be so wrong?
