The Nanny State wants to remake school breakfasts and lunches.Ostensibly advancing the anti-childhood-obesity ball put into play by last year's Healthy, Hunger-Free Kids Act and carried since by Michelle Obama, the U.S. Department of Agriculture is proposing new rules for school meals. It's a recipe for higher costs that would largely waste those additional dollars on food that kids -- being kids -- wouldn't eat.
