The Challenge of Operating Winter Roadways
Alexandria, VA (Jan. 13, 2006)…..What’s the difference between winter maintenance and winter highway operations? According to the Salt Institute, it’s a question of focus. For years, road agencies used “roadway focused” winter “maintenance” strategies. Now, the latest issue of the Institute’s quarterly Salt and Highway Deicing newsletter explains, there is a push for “user focused” highway “operations.”
The newsletter explains that, increasingly, transportation researchers and highway managers are working on congestion management and system performance metrics, including how to value travel time savings and distinguish between routine “rush hour” delays and “non-recurring congestion” such as snowstorms and traffic incidents.
